Freight Commission Certificate is a charge payable by any Carrier which transports Congolese Freight.

It is calculated on the total freight collected/payable on the transportation of Congolese cargo. Certification Costings applicable to the Freight Commission Certificate for all modes of Transport – Ocean, Road & Rail:

• For Ocean Freight consignments conveyed directly from port of origin to Democratic Republic of Congo port  borders …, it can only be paid by the shipping line or their appointed Agent/Freight Forwarder to the K-POLYGONE offices at the above-mentioned ports of destination.
• For Ocean Freight consignments being disembarked at a transit port en route to end destination Democratic Republic of Congo, it can be paid by the shipping line or their appointed agents/freight forwarders at the transit port, or at any stage prior to arrival at the transit port. Intervention Commissions not applied and paid for at time of, or upon arrival at Transit Ports could incur consignment clearing delays until the applicable freight taxes have been paid.
• Road and Railway conveyed consignments will have the Intervention Commission applied at the time of FERI application as undertaken by the Freight conveyor/Transporter or their appointed Agents/Freight Forwarder at time of consignment loading. Freight Commission Certificate  not implemented and Certifications not applied for and paid for at time of or upon arrival at Democratic Republic of Congo ports of entry could incur penalties and clearing delays until such time as the applicable freight taxes have been paid.

The Code of Conduct is a Contract signed between the transporter and Democratic Republic of Congo that stipulates the conditions under which the freight carrier, transporter will participate in the transportation of Congolese freight. It is signed prior to any of transportation of Congolese freight. We shall keep all of you updated with the progress of the implementation.

This Certificate must wherever possible be applied for and issued prior to the export dispatch Customs Clearance of the shipment/consignment.

Failure to subscribe to the Certificate prior to arrival at the Democratic Republic of Congo port of entry will require the responsible exporter/freight conveyer to have to then apply for the required Certificate and incur penalties and delay the consignment from clearance into the Democratic Republic of Congo.

An FERI (Ocean Freight) Certificate must be obtained and issued for all ocean freight shipments/consignments originating from a foreign port for end destination Democratic Republic of Congo for disembarkation at either a Democratic Republic of Congo port or a transit port for onward shipment to Democratic Republic of Congo end destination. Failure to subscribe to the required FERI Certification prior to arrival at, and/or at port of discharge, will require the responsible exporter/shipper to have to then apply for the required Certification at port of disembarkation and incur penalties.

NB: Export Documentation required to be submitted together with your FERI application:

• Bill of lading
• Export Commercial Invoice
• Consignment packing list
• Conveyance Freight Invoice/Statement - issued by the appointed Cargo Carrier/Shipping Line.

The FERI is the Electronic Cargo Tracking Notes”. It is the document that accompanies all shipments transported by sea, Air and Road to the Democratic Republice of Congo. It is issued at the consignment port of origin.

It is the responsibility of the appointed party for the freight movement of the shipment/consignment, to ensure that the required applicable FERI Certification has been issued. Failing to do so will result in heavy penalties Art 5 of the circular letter.

The control of the Certificates will be undertaken at the Democratic Republic of Congo ports of entry, ports of consignment origin, and of transit, for shipments that continue en route to the Democratic Republic of  Congo by road or railway, for all shipments. As indicated above, as per regulations, cargo cannot be cleared if the valid required FERI-Certificate is not accompanying the shipment
